Understanding the HEN Program: How to Qualify and Get Connected

That’s why we help our clients access the Housing and Essential Needs (HEN) program, a vital state-funded service supporting individuals who need help with housing and basic necessities while managing temporary medical or mental health issues.





What Is the HEN Program?



The Housing and Essential Needs (HEN) program provides short-term financial support for:


  • Rental assistance

  • Utility payments

  • Essential household items (like hygiene and cleaning supplies)

  • Transportation (where available)



HEN was created to ensure that people with documented short-term disabilities can stay housed and meet their basic needs while focusing on recovery or stability.





Who Qualifies?



To qualify for HEN, you must:


  • Be age 18 or older.

  • Be deemed temporarily incapacitated and unable to work by the Washington State Department of Social and Health Services (DSHS).

  • Not be receiving TANF or SSI benefits.

  • Have a low income and be experiencing homelessness or housing instability.

  • Receive a valid referral from DSHS.



Eligibility is determined by a DSHS health screening and financial assessment.



How to Get Referred



Accessing HEN begins with a referral from DSHS. Here’s how to get started:


  1. Visit your nearest DSHS Community Services Office or apply online at www.washingtonconnection.org.

  2. Request an evaluation for Housing and Essential Needs referral eligibility.

  3. Provide documentation related to your health, housing, and income status.

  4. If approved, your referral will be forwarded to your county’s HEN provider, who will contact you for intake.



Note: Referrals do expire—so it’s important to stay in communication with DSHS and update your status if needed.
