Peninsula PHA surfaced in a statewide WA211 housing-authorities list but its service area (Kitsap/Olympic Peninsula per its own site framing) does not appear to include Pend Oreille County; included in the housing_authorities array only for transparency with an explicit note that it should not be published as serving this county. No dedicated Pend Oreille housing authority independent of Spokane Housing Authority's North Counties program was found.
